This is a awesome quality scan of the original Service Manual for Technics 8099.
Contains the circuit diagram, PCB layout, adjust/tune instructions as well.

Check related circuit of IC701.
Yes
Does the signal appear at pin 8,12 of IC102?
No
Check related circuit of IC102.

Replace main board.
