Is the voltage at Emitter of Q4003 5V? Yes

No

Check POWER circuit.

Is the voltage at pin 23 of IC4001 above 5V?

No

Check IC4001.

Yes

T4001 is broken or shorted.

Is there AUDIO signal at pin 10 of IC4001?

No

Check the circuit between audio out of Tuner and pin 10 of IC4001.

Yes

Check J4201 and peripheral circuit.
