1. In case of all outputs stop, refer to the +5V troubleshooting.

Is the voltage at IC3 1-3 pin 12.5V or more ?
NO
Repair
1. When the voltage between IC3 1-3 pin is 12.5V or lower, +12V is not supplied. 2. D16 open may be the cause.
